If I add a user to the Administrator role under the project. Will they be able to add components? The reason I am asking is because I did this but the user says they cannot add components

Possibly.

Some one who has the permission "administrate projects" can add/edit/delete Versions, Components and the groups and users in the project roles.

But putting someone in the "administrator role" might not give them "administrate projects".  Ideally, logically, it should, but you do need to tell JIRA that this is what you want.  So, check the "permission scheme".  It needs to say "Administrate project: Role (administrator)".  (I usually stick "project lead" in there as well, but that's a separate story)
