Hello everyone,
Is there a way for me, as a Jira admin, to be able to see all the projects created in our Jira ? I mean even the one that I don't have the access.
My concern is that our business is using jira for their own process, which is a good thing, but some of them are creating project without puting me in the loop, so I don't even know those projetcts are existing.

Choosing "Projects" from the admin menu in the top bar (the cog icon) should lead you to %yourBaseURL%/secure/project/BrowseProjects.jspa?s=view_projects, which lists all the projects available on your instance, regardless of whether you have "Browse projects" permission.

That's what you are looking for, you should be able to check list of all projects here, regardless if you have access or not.
