With just those two is enough. Correct?

As you can check in the documentation below, the Administrators Global permission is required to perform any actions (Create, edit, access) regarding Issue collectors:

is that information still valid? The point 1 under the section `Edit issue collector` says:
"Log in to JIRA as a project administrator or a user with the JIRA Administrators global permission."
