Why are resolutions automatically generated?

I want to know why the resolutions that I previously deleted are generated automatically. They are recreated in Spanish language when I previously put some translations to the resolutions that were by default in English.

It seems to be related to the default language in Jira's configuration, which is Spanish. It Duplicate the resolutions automatically in Spanish when creating a project with the default schemas in Jira. The language change of the user profile does not influence.

There is a way to avoid duplication:

Every time a project is created that is will done with the shared schemes because if a single project is created with predetermined schemas, the resolutions will be duplicated automatically. Disadvantage: All those who have jira-admin permits can create projects and those who are not informed or by mistake can create a project with the default schemas and re-duplicate the resolutions.

Another option:

Leave the Spanish resolutions and translate them into different languages. Delete resolutions in English. Disadvantage: It would be necessary to migrate all the resolutions of all issues of Jira to the new resolutions.

I had a similar problem. I saw that on my instance there are some resolutions that nobody created and are translations of already existing jira resolutions. Why could this be happening? A plugin? A jira language pack error/functionality?

I tried to delete them but after a time it reappears from nowhere.
