Why automation does not attach issue attachments to email

I am trying to use automation to send emails after a transition using a post function. Even when I choose to attach all files, none would be attached. I can see that by previewing email in the config page.

What can be the reason?

Actually I noticed that the attachment filed is not even shown when you press the preview button.
