Why does the JIRA database URL have slashes in it?

Has anyone else noticed that the JIRA (v6.4.1) database URL looks really odd with slashes instead of or in addition to semi colons?

this

<url>jdbc:oracle:thin:@//hostname:port/dbname</url>

instead of

<url>jdbc:oracle:thin:@hostname:port:dbname</url>

This configures a connection via service name (as opposed to SID) – reasons are explained in https://jira.atlassian.com/browse/JRA-29755 :

  1. High-availability clusters can only be connected to using the service name using a newer URL syntax
  2. The Oracle documentation says that the old syntax is no longer supported as of 10g
