In jira data center 9.12, it shows the issue but div class="issue-header-content" is missing div id="opsbar-opsbar-transitions". What could it be?
I analysed the workflow of the issue type and searched for a script runner, but I didn't find one. I dont' know the reason why that happens. Could you please suggest more possible causes?

The first thing that comes to mind is to check whether the user has permission for transition issues in that project. You can use Permission Helper to see if it's a permission problem.
The attached image indicates that there is no condition in that transition, so I don't believe it is related to any condition that would be preventing the transition buttons from appearing.
Could there be a workflow property that makes them not appear?
Have you checked Script Runner Behaviours, which may be another reason why you cannot see them?
It could also be a difference in the international languages setup and a present/absent i18t property definition in the workflow transition.
