I am trying to install RMsis (https://plugins.atlassian.com/plugin/details/30899). Why latest version is not visible in UPM? It is showing previous version.

Just a guess: Version 1.3.0, State is BETA. I guess UPM cares about it ?

Yes. The plugins in beta are not visible in UPM. I changed it and it is now visible.
