The pricing you copied is for ZAPI, which is only available for JIRA Server. You can refer to https://marketplace.atlassian.com/plugins/com.thed.zephyr.je#pricing for a Pricing FAQ and links to more details. Server licenses are perpetual and paid one time, but there is an annual maintenance charge if you want updates to the add-on after the first year.
