We are trying to determine how many users licence we need. Hence wanted to know how does JIRA 6.3 calculate users towards license count? If there are users who will not able to log in, are they counted towards license? what about users who are not associated with any groups?

Generally, to allow less users to use the applications we would need to remove the *Can Use* permissions under the Admin console > Global Permissions. This way, the license count is not exceeded.

I've never created users that way. You can create one that way and see if they are put in the jira-users or other groups with logon rights. If so, then yes they will count.

If we enable ticket creation via email, then a user with random password is created, this user will never log in to the system, but will this user be counted towards license?

I'm afraid yes, they would count... by the way, it is not a good practice to allow anonymous users to create issues by emails because someone could explode that as a denial of service attack both in your email and JIRA applications.

Thanks Juan, We are planning on restricting email white list based on domain.. however, anyone within that domain will be able to send email and create ticket...may be we can set a generic email which will forward to jira..but then original user will not get notification. S

Perhaps you could ask your customers/clients to include their name and emails inside the emails that they are sending. That way you will have the information.

Depending on your user count etc - you might want to look at adding JIRA Service Desk for those users... Granted you'd have to buy another add-on but the email users (and customer users) don't hit JIRA's user base count...

only users that are in the groups (jira-users by default) with logon rights count. When you create an ID it is automatically assigned to the jira-users group.
