You can migrate from Jira cloud to another Jira Cloud account using the Cloud to cloud Migration https://support.atlassian.com/migration/docs/perfrm-a-cloud-to-cloud-migration-for-jira/

Please note these are the items that will/will not get migrated https://support.atlassian.com/migration/docs/what-migrates-in-a-cloud-to-cloud-migration-for-jira/
