What is the best way to allow Component Leads to manage versions for their owned components without granting them project administration privileges?
Well, JIRA does not support versions per-components. Versions are global for the entire projects. That's why such permission is not there.
You could craft a plugin which would allow your component leads to manage versions - but still these would be versions applicable to all components.

Project administrators cannot change workflows, schemes, etc. - that would allow them to move the project out of the box designed for it by a global admin.
Permission to administer a project in JIRA includes the ability to edit project role membership, project components, project versions and some project details ('Project Name', 'URL', 'Project Lead', 'Project Description').
There is no special permission just for managing versions alone. Writing a plugin would be necessary to add such functionality to JIRA (actually to grant such permission to e.g. certain project role) - but that's not a 2-hour work.
