jira: 'reports' menu not visible on the right hand side

I am trying to generate one of the version workload report http://confluence.atlassian.com/display/JIRA/Version+Workload+Report

I followed the instructions, but all I can see on the right hand side are:

Summary, issue types, workflows, screens, fields, people, permissions, issue security, notifications, versions, components

I have ensured that time tracking is ON.

Jira version 4.4.1

Go to Projects Tab (Not administrator project option)

Then you will see the project dashboard. The reports are on the right side menu.
