mailServerManager.getDefaultSMTPMailServer() returns null?

I am developing a JIRA plugin, and want to get the SMTP server component. but the mailServer is null. Anyone has idea on this problem? thanks in advance!

 

import com.atlassian.jira.ComponentManager;

private static MailServerManager mailServerManager = null;

mailServerManager = ComponentManager.getInstance().getMailServerManager();
mailServer = mailServerManager.getDefaultSMTPMailServer();

 

Is there something need to configured that I missed.
