title button is not saving

Hi!

After import workflow in JIRA 7.1.9, name of title button is ???????

What I doing:

1. export workflow in xml
2. edit file
3. save
4. import

Where is a bug?

My guess is step 2 is breaking it.  What happens if you do not edit the xml?

when I turn to edit step, in log:
