upgraded to 7.11.2 and lost rich text editor option

Just upgraded and now users are complaining:

"I see that following upgrade to Jira, the Description no longer has the rich text editor options available (allowing for quick access to various Jira components and font controls), was this setting deprecated intentionally?"

Google turned up this but I don't have the same options available for admin user:

Hi D Mitchell,

I tested with JIRA 7.11.2 and the option 'Rich text editor' is available in JIRA Administration >> System page.

If you do not see the option in the left-hand panel, I suspect there are something amiss during the JIRA upgrade. Please open a Support ticket with Atlassian JIRA Support to review the upgrade and check for any error relate to that.
