user management is not available

I am an administrator user , yet I am not able to see the User management option under the Settings option.

I tried accessing the link https://<my account>/admin/users. It says access denied...Is there something within admistrator level I need to have to get the access on the sam

Hey - do you see issues and projects as well as add-ons under your administration menu? Can you please tell us which groups you are in (you can see them under your profile)?
