Installed working...created users...now they can't connect...the base url matches..but no joy.. error is webpage is not available...I must have missed something in the configuration...any quick ideas?
I am Jobin...do I have to integrate SSL for users externally...I wanted to use a Windows Box..for a simple eval. Deploying a WAR for apache seems like my only solution. A little much for an eval..but I guess thats the way to go.
You don't deploy a WAR for Apache, you create a WAR for Tomcat. Apache is usually used as a front end to do things like clever urls, relocation, ssl and so on, but you don't need it for simple one-offs like you are talking about.
To run Jira with SSL (and no need for Apache), see https://confluence.atlassian.com/display/JIRA/Running+JIRA+over+SSL+or+HTTPS
If there are other services to run, corporate networks and other things, you may decide you do want Apache, but for a simple setup, you don't need it.

Are you able to access the URL on the machine you have installed? Using localhost?

Just changing the baseUrl won't make JIRA accessible in that URL. You will have to configure JIRA to be accessible in that URL.
Maybe this helps? https://answers.atlassian.com/questions/169259/change-jira-access-url
