what permissions to share with group

What permission do I need to give myself to share a filter with a group? 

I'm getting a The user 'Peter' does not have permission to share with Group: 'BusinessAnalyst_Group'.p'.

Yes, that is really annoying if you were an admin and want to create a filter for a group in which you were not.

You have to get into the group, create the filter, and then you go out of the group

Is Peter in the group 'BusinessAnalyst_Group'?
(I think you need to be in a group to access its shared filters, as well as share filters with that group)

Odd, but in 2 yrs this is the first time I am seeing the issue in my org, only started after another admin changed the global permission scheme  - how awful this is
