You can select different actions to execute repeatedly for given issue e.g. clone issue, create sub-task in issue, reopen issue.

(Actually, none of the Atlassian systems you might be thinking of really do this, but there's loads of workarounds - my usual one is a script on a cron that pokes tasks into Jira over the REST interfae, but I don't need anything complex)
