Renewal Popup

I just wanted to make sure that the Renewal Popup Notification was only visible to JIRA Administrators and that the entire org isn't getting that popup.

Yes, it's admin only.  Users can see the information that you need a renewal in a couple of places, but it's not a popup.  Most of the nagging is directed at admins, as they're the only ones with access to deal with it.

I've renewed online but the Renewal Popup Notification still appears on my screen when logged in. All my renewal dates are in the future. Is this normal or does it mean I did something incorrectly?
