Is there a way we can actually restrict attachments using a validator or any existing Jira service so that we can attach files only to specific issue types?
Note that we are not looking at workflow validators as we want this to work on any attach action either from UI/browser or REST API.
Any pointers or suggestion would be great.

As I understand it you want the attachment field gone for specific issue types?
Why don't you edit the field configuration scheme and add that to the issue types where you don't want the attachment field?

Thank you for the response and suggestion.
The change in field configuration will ensure we cannot add attachments from the UI/browser.
But this will not work with rest as i was able to attach the files to the issue from REST endpoint and there was no error.
Also we are exploring a common solution which would work with REST and UI irrespective of if the field is available or not.
