Send custom email certain role during post function of transition without ScriptRunner?

I need to be able to send people with a certain role a custom email with a customized Subject Line when an issue executes through a transition in the Workflow.  I've used ScriptRunner to do this in version 6.4 of Jira, but now we have upgraded and I wondered if there's a way to do this without buying the ScriptRunner add on. We're using Jira Server version 8.17.1.

I do not believe the free/Lite version of automation for Server supports the sending email action: https://confluence.atlassian.com/automation/getting-the-right-version-993924597.html

The paid/Pro version does have this feature.
