Service account with permissions to setup webhooks

Is there a way to setup a JIRA service account that has permissions to setup and manage webhooks?

Looks like the accounts needs to be full site admin to do this.

Global permissions do not include support for this: https://confluence.atlassian.com/adminjiracloud/managing-global-permissions-776636359.html
