Unfortunately security levels are not at all implemented in the JIRA Importers plugin, although it's on our Roadmap, together with the JSON Export tool. https://ecosystem.atlassian.net/browse/JIM-1149

Thanks..Any other way to set visibility for comments? I need to do this in bulk.

I can only think of REST API currently: https://docs.atlassian.com/jira/REST/latest/#d2e1200.

yes, but the REST api does not allow me to add the comment date in the input response

I don't belive there's an easy when to do it, I think first you would need to import all of the data, and then update security information via REST.
