Setting Default Field Values based on Project

Is it possible to set default field values based on Project or Issue Type?

For example, if i have a drop down list with 100 values for business unit, but only 5 are used by one project i don't want to have users scroll each time to locate their business unit...

However, i don't want to set the default value at the global level as other users will ask for this to be changed as it's not their default they use.

Not for OnDemand. You can set a description per issue type based on field configuration. In the download version you can put Javascript there to do it.
