I'd like to ask whether it is possible to share a request with a person that is not:
For instance,
Our client (A) creates a request via the portal and wants to get it shared with their party (B).
A - is our Jira customer with the organization.
B - is not our customer, and is not related to us in any way.

Hi Emil,
Your service agent can add anyone as a request participant to the request. The person (B) will get an email and will become a customer of your service portal. They might not be before, but after the invite, they will be created, afaik.

Can the customer (reporter) do so as well? For example, by using the + Share button that is in the Shared with section of the portal view of a request or they will only be limited to members of their organization?

You can enable your customers to share requests and have a few settings available (only within their organization, within the project, etc.) in the service project configuration. I suggest reading through this article and the linked documentation about customer permissions and customer access settings:
