Some user cant add gadget to dashboard

Heres my screen after creating dashboard, clicking the "Add gadget" or "Edit Layout" dont do anything..

Hi @dan stodomingo 

Are there any obvious differences between the affected users and non-affected users? For example, the location of where they are accessing their Jira? We can rule out the network or proxy causing this issue. 

Next, have the affected users tried using different browsers? Are they able to reproduce the issue?

@Adrian Stephen  Only my admin account can add gadget..

Please check the Global Permissions page for Create Shared Objects if it has been granted to Jira users?
