https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions says project permission Administer Projects includes the ability to edit project role membership, project components, project versions and some project details.
Can we split those abilities and have edit project role membership as a separate permission as we want role membership to be managed by certain group only and they should not have access to edit project components/version/project details?

Please have a look at Version Manager for JIRA plugin. This plugin allows you to delegate create, edit and release of version to user or project role independend from administer project permission.

No. Not without doing a lot of changes to the core code.
There are feature requests for this sort of split, which Atlassian are accumulating under https://jira.atlassian.com/browse/JRA-3156 - see/watch/vote-on that
