Tempo: Why team leader can't plan time for team member ?

In Tempo (Timsheets v7.10.2), users are able to plan time but team leads can't. In the doc (https://tempoplugin.jira.com/wiki/display/TEMPO/Time+Planning), it said that TL should have "Approve Timesheet permission" but I cannot find this permission anywhere.

Hi Jonathan,

The "Approve Timesheet" permission can be found in the Team configuration (go to the Team -> Configuration -> Permissions). As a Team lead, you are automatically added to this permission and should be able to view the Team Timesheet for your team. 

If this does not work in your case, can you create an Issue in our Tempo Support Project (https://tempoplugin.jira.com/browse/JTS) so we can better investigate this. Screenshots might be helpful.
