Test management tool for Jira server perpetual license

Hi,

One of my clients currently holds a Jira server perpetual license (v8.1.5) and has no immediate plans to transition to the cloud. Our objective is to integrate a Test management tool to monitor testing activities for a project which is for only six months. The client is reluctant to procure Zephyr Scale or any other tool due to the associated cost implications for all Jira users, which amount to over 2000+ users.

Upon research, I discovered that TestRail is a viable option, as it only requires a TestRail license and does not necessitate application to all Jira users. Could someone verify if TestRail is compatible with the server perpetual license (v8.1.5)? Additionally, are there any alternative tools available that allow us to restrict user access for Test management purposes, thus helping to mitigate costs? Any insights on this matter would be greatly appreciated.

We have a QTM (QMetry Test Management) option where you can only go for the actual licenses who will be using the system and have tighter integration with Jira where you can see all the updates inside Jira.
