Time Tracking - Differentiating Development and Testing Time

is it possible to customise a worklog entry to allow the user to allocate time logged against "development" or "test'?

Probably not without a custom plugin. I know teams that use Dev subtasks and QA subtasks so work log for development and testing can be tracked separately.
