Time Tracking Report not visible in JIRA 5.1

I have verified the config, permissions and the log work information is displayed on the screens. I've logged time (so have others) for various issues, but I still don't see that report as an option when I go to generate reports. I do see the Workload Pie Chart report and can generate reports from that. Anything else I need to check?

And what happens when you hit this URL (http://localhost:2990/jira/secure/ConfigureReport!default.jspa?selectedProjectId=10000&reportKey=com.atlassian.jira.plugin.system.reports:time-tracking) which is the Time Tracking report?

Another thing you can check is whether the Time Tracking add-on report has been enabled @ Manager Add-on > System?
