Time field JIRA(24 hour clock)

Do we have something like time field for jira which just take the time part for the current date?

The requirement is to have a date time field with ability to edit the date part but restrict editing of time part for that date. So for repetitive tasks we can update the date when the task should be performed next month but the time part of that task should be same even for next month. So i am thinking to slipt the fields as a date field and a time field.

I am aware of JIRA Misceleneous custom field and Calculated number fields also but not able to think of a solution for this one.

Any guidance will be appreciated!
