Top Level View of JIRA issues - how to cluster JIRA issues to see how they overlap

I am looking for any way how to visualize JIRA issues like the images below (the source for the images is a Google Search).
The objective is to be able to cluster similar issues together to see how they overlap, introduce tree hierarchy between the issues.
The distance between the issues can be defined as similarity, e.g. subset of the same keywords.
What are the options?
