Why do you want to do that? What is your goal?

Perhaps you can use a component and an issue edited event

I want to generate a notification in my project whenever a particular label is added to issue.

I am not sure if i want to use to component instead of labels ,and regarding issue edited event -it generates notifications for all issue edits right?

That's a solution not a requirement there. If you post a requirement you may get other solutions
