After upgrading to 9.12.2 we are unable to add comments to most projects.
Strangely, some projects still allow us to add comments.
The comment area is greyed out showing the "skeleton" instead of the actual comment section.
It appears the code to swap the skeleton to the "addcomment" <div> does not get called.
There are no console errors that indicate a JavaScript error.
How can I troubleshoot this further, or does anyone have a fix?
See the grey, empty, boxes in the attached images where the add comment section should go.
Finally, please note that at the top the "Add Comment" button that goes to another page works and we are using that as a workaround.
