Unable to edit a workflow step

I'm just trying to create a basic workflow (my first one - so go easy on me) and I've hit a bit of a brick wall where I've added a step call 'Reopened' but it will not allow me to add any transitions to this.  Instead I get the message, "You cannot perform this operation on a draft workflow". 

Any suggestions?

There are some things you can't do in "draft" mode.  Draft mode happens when the workflow is currently in use.

The most simple solution is to copy the workflow to a new name, add the transitions in there, and then change the workflow scheme to use the new one instead of the old.
