Unable to update Priorty, Status... as the "Reporter" of task

Unable to update. I hover over fields to change. No edit option appears.

Depending on the configuration of your Jira project, it could likely be one of these things:

You don't have edit permissions on the project.
The edit screen for that issue type does not have those fields on the edit screen.

If you aren't a project or Jira admin, I would reach out to your project/Jira admin for some help troubleshooting here.
