User Picker custom field not showing up on Create screen

We created a custom User Picker field that determines who gets access to issues. I wanted to put this on the main screen for both editing, viewing, and on the creation screen so I added it to those screens... However, I am unable to view it for editing. Any ideas?

I'm sorry... upon further analysis my context was not set for any issue type or project, so that fixed it
