I am not sure if I understand your requirement. You can login to the Atlassian University with your existing Atlassian account or you can create a new account. The login/registration itself is completely free. After logging in, you can select from a range of free courses and paid courses.
If you want to train using a demo instance of Jira, you can always set up a new instance based on the free plan.

Echoing @Michel Neeser ~ not exactly sure what you are asking for since you don't provide the hosting type (Data Center or Cloud) but the quickest and easiest way to learn would be to set up a new free instance on Cloud (Michel provided the link). Another option would be to spin up a Data Center instance in AWS: Getting started with Jira Data Center on AWS | Administering Jira applications Data Center and Server 9.11 | Atlassian Documentation
This latter option would be fairly involved though.
