What should I do with this Information?

We create a new workflow fpr our project and want to publish it. When we try to publish we receive the error on the top right corner of the screenshot (You can change the assignment between "step 18" an the status "DoR"). 

We dont know what e we have to do now.

I have not been able to find any documentation that includes that error message.
