Why are there negative values for Remaining Time Estimate?

On my burndown chart, if I hover over some of the subtasks I see a negative value for Remaining Time Estimate. It looks like this:

I suspect it has to do with the way users are logging work. They are selecting an issue on the board and in the issue detail pane, they're editing the Remaining (Remaining Estimate) value. They're not using the Log Work window because that requires that they enter time spent on the issue and we're not interested in time spent. We're only interested in how much time is remaining.

Is using the Log Work window mandatory? If it is, having the Remaining Estimate field viewable and editable in the issue detail pane is inviting people to use it and cause more negative values so can it be removed?
