Why can't I close a sprint that still has open subtasks?

This question is in reference to Atlassian Documentation: Ending a Sprint

Running JIRA 7.0+

Why can't I close a sprint that still has open subtasks? I expect the system to close the sprint and move any incomplete stories and their associated subtasks to the top of the backlog. Right now the workaround is to remove the stories manually (which throws off reporting data) or temporarily close the subtasks (which is inaccurate and inefficient).

Curious as to why this is the case. It looks like the same issue was reported and then resolved in this thread. Has the issue reappeared?
