Why does JIRA Portfolio not assign multiple team members even when plan settings allow it?

I am trying to set up a very simple plan.  One team, three members, two stories. Team velocity is 30.  One story is 10 points, the other 20.

After setting this up, it split the work across 3 members and completed the all the work in a single sprint. Seems simple enough because I had "Max assignee per story" set to 3. 

The only issue was that one story was assigned (the actual Story Assignee) to someone not on the team. So, there was a warning.  I fixed that by updating the Assignee (in the story) to one of the team members. After that, when I did the "Calculate" it no longer split the points to two team members and fixed it to one team member. It now took two sprints to complete the work. 

I know I can manually assign that story to two team members but I though the scheduling algorithm was supposed to do this by default.  I believe it does this in some cases but I cannot figure this out using the simplest plan. 

Also, I have no actual Board or sprints associated. The PLAN is just based on a Filter.  I don't see how that would impact the schedule since it just spreads it out to a number of anonymous sprints.

I have tried changing all the settings but I cannot get it to split this one 20 point story to more than one team member automatically.  Much of the portfolio (2.x) documentation indicates that multiple members will automatically be assigned. Why am I not seeing that?
