Workflow allow all issues to this status and all issues to any status

I am trying to figure out if it's possible to have a global All status out to any status. 

IS it possible to do what is shown in this workflow for the Flagged status? I know you can do an Allow all statuses to transition to this one but can you do the same to everywhere?

I have searched high and low but don't see anything like this in the workflow editor or in atlassian documentation.

You have to work backwards.  By definition, a transition only has one end point, so you can't do "somewhere to all", they have to be "somewhere to <single target>". 

You'll need to create one incoming "all" for each status.

OK that's what I thought. Someone requested an all out and I am the admin for our system but couldn't find or figure out a way to do an all out to each status.
