Can we download the issue worflog histiry through a csv or excel. Please let me know if we have any option natively or its possible only with any third party app.

my suggestion is to use Tempo Timesheet plugin that provides a lot of feature including report export (https://help.tempo.io/timesheets-dc/latest/exporting-reports-tempo-server)

As an alternative, if you would be interested in a mktplace app to get this data, you can try the add-on we have developed. You can easily view time entries for multiple issues day wise in a single view. And with the ability to export to a CSV as well.
The app allows to filter/Categorize/Group By your worklogs data and a timesheet view too to track individual time spent.
Plus the app has multiple other useful Project management features .

You can download worklogs to excel using built-in export feature of Jira. On the issue view or on the issue navigator, you can download a .CSV file for the current issues. It will also contain a column for every worklog of the issues. If you have Excel skills, you can analyze this file.
We have a Jira timesheet app, WorklogPRO in the marketplace. It can display a timesheet or pivot report of worklogs. Also, it can export worklogs to Excel in an easier to process format.
We have also AtlasCLI for Jira app, which can output the worklog in .json, csv, xml or in tabular format from the command line. You can chain output of this command to other command line tools like awk.
jira worklog get-for-issue --issue=ERP-2530
If you want .json, you can pass --json flag to this command.
