Can NONE be replaced with "do not apply" in the JIRA custom field . I dont mean to make the field or mandatory. My concern is to be able to Replace None with any other text even when the custom field is not mandatory.

unfortunately not. The "None" is the corresponding value for NULL (in the Database). Atlassian itself can only rename this default like behavior.

Best, you create an option "do not apply" and make it to the default value.
