Can anonymous users be allowed to access a specific issue type (like bug for example) for a particular project?

Not really.

Best you can do is allow anonymous access to the project, and then, in workflow, set a security level on all the non-bug issues to a level that hides limits them to a smaller group (like the users in the project)
