can I set a different default value for different issue types?
Yes you can.
One of the ways is to customize pre-filled summary through edit of velocity templates
I use Workflow Essentials for JIRA(https://marketplace.atlassian.com/apps/1214892/workflow-essentials-for-jira?hosting=server&tab=overview&_ga=2.186532588.452276905.1553015791-548216539.1535721768), its easy and simple to use.

I think you can, at custom field context you can create a new context for each issuetype and add a default value for each of them. Give it a try,

I have created different values in the "Summary" field for different "Issue Type"s with https://confluence.atlassian.com/jirakb/how-to-set-default-value-for-summary-field-in-jira-800692650.html and it works OK, BUT THERE IS A BUG-
when I press the "Create" the value in the "Summary" field is as I configured, but when I change the "Issue Type" the default value does not change to the proper value that I have configured.
Any ideas how I can solve this?

Roniz, I would welcome your response as well. What did you change the .value ="<Default Value For Summary> line to, to display the Issue Type value?

@uri shech, @N Grant- I could not fix the bug I encountered, so I did not use it and erased it- I am sorry, but cant remember how it was :(
